Annual Holiday Events

It is that time of year again for Christmas In Riverside.  This year’s event has been scheduled for December 7, 2018 and will consist of our parade, tree lighting, pictures with Santa, refreshments and vendors.  The parade will begin at 6:00 p.m. with the procession down Bridgeboro and Scott Streets to the Municipal Building for the tree lighting.  Immediately following the lighting ceremony, all are invited to the Fire House for refreshments and pictures with Santa.  

This year, Prizes will be given for the best decorated car in the parade, the best decorated store window in town, and the ugliest sweater for an adult and child in attendance at the tree lighting
We hope you can join us!


The Township will also hold is annual Holiday Decorating Contest.  The judging will take place on December 14th, 15th and 16th, and the winners will be announced at the Regular Township Meeting on December 17th at 7:00 p.m. on the 2nd floor at 1 W. Scott Street.  Good Luck to all!

Office Closure - Holiday Schedules

Happy Thanksgiving Everyone!  

The following is the schedule for the remainder of the Holiday week:

Office Closures:

The Township Administrative Offices will be closed on Thursday November 22, 2018 and Friday November 24, 2018 in Observance of the Holiday.  The Public Works Department will work on Saturday November 24, 2018.

Trash Collection:

The Solid Waste Collection scheduled for Friday November 23, 2018 will take place on Saturday November 24, 2018.  If you have any complaints regarding the collection, please contact the hauler directly at 856-784-5050 and also email Meghan Jack, Township Administrator, at mjack@riversidetwp.org

Leaf Collection:

The Township will continue collecting leaves this week in the Middle Section through Saturday, and will move into the East End Section if we complete the Middle Section.  We will also continue street sweeping behind the leaf collection, so please pay close attention to the posting of signage for No Parking.

Public Works Garage:

The Public Works garage will be open on Saturday November 24, 2018 from 10:00 a.m. to 2:00 p.m.  During those hours, Riverside residents may bring leaves, branches, grass and recyclables into the garage.  We will not, however, accept trash, construction debris or hazardous materials.

Fall Leaf Collection Schedule

The 2018 Fall Leaf Collection will begin on Monday, October 29, 2018.  The schedule is as follows:

Reeder Tract & Swamppoddle - October 29th to November 2nd

Lower Avenues - November 5th to November 9th

Upper Avenues - November 12th to November 16th

Middle Section - November 19th to November 24th

East End - November 26th to November 30th

We will begin the rotation again the week of December 3rd.  

Please place your leaves between the sidewalk and the curb, not in the roadway, and do not place any branches, trash or debris on top of the leaves.

The Street Sweeper will be in operation in each of the sections behind the leaf collection.

2018 Roadway Reconstruction Project


The 2018 roadway reconstruction project will begin on or about September 24, 2018 and will include Hooker Street between Pine and Bridgeboro Streets, the 100 & 200 blocks of Filmore Street, and Mathias Street. 

We will hold a pre-construction meeting on Thursday, September 20, 2018 at 6:00 p.m. at 1 West Scott Street, 2nd Floor.  Residents who reside on those streets are welcome to attend.

Annual Tax Billing


It has come to the Township’s attention that there is a question as to how the tax bills have been calculated and whether or not the bills have been affected by the revaluation.  Please be advised that the revaluation has NO impact upon the total tax bill or any individual quarter.  That being said, I would like to explain as to how we arrived at each quarter’s bill. 

Each year, the final tax bill is calculated after the tax rate is set, which typically occurs after the August 1st due date for the 3rd quarter taxes.  As a result, the Township annually sends out estimated 3rd Quarter tax bills, which are based on the previous year’s tax rate, in accordance with State statute.  Once the County sets the tax rate, we then send out the final tax bill.  This becomes your total tax obligation for the calendar year.   

The annual tax bill is calculated by multiplying your assessment by the tax rate, divided by 100. 
Since we have already billed the 1st, 2nd and 3rd quarters when we generate the final tax bill, we calculate the 4th quarter when we take the total annual taxes due and subtract the amount already billed/paid.

Your final tax bill also include the preliminary taxes for the following year.  To calculate the preliminary tax bills for the following year, we take the total tax obligation from the previous year’s final tax bill and divide that amount in half.  This is your preliminary tax due, which is divided equally between the 1st and 2nd quarters. 

For example on an actual home in Riverside with 2018 taxes that total $7,077.50 (assessment x tax rate):

The 2018 1st and 2nd quarter tax bills were $1,721.40 each quarter.

The 2018 3rd quarter estimated tax bill was $1,739.45. 

The 2018 4th quarter tax bill was $1,895.25, which is the balance of the monies owed to pay the 2018 tax obligation of $7,077.50.

The total 2018 tax obligation of $7,077.50 is then used to arrive at the 2019 1st and 2nd quarter bills.  The preliminary tax bills for 2019 total $3,538.75, or $1,769.38 for the 1st quarter and $1,769.37 for the 2nd quarter. 

As you can see, at no point does the ongoing tax revaluation have an impact upon the current tax bill, nor did the Township overestimate the tax bills.

Sewer eBilling


Getting and paying your Sewer bills has never been easier:

Now you can do both online via the Internet - no paper, no postage, no hassle.
Save paper and enjoy the convenience of receiving your quarterly sewer bill in your email. A link in the email message takes you directly to our website where you can log on, review your bill and account information and even pay your bill directly from your bank account.
eBilling is the electronic delivery of a bill. Your sewer bill will be sent directly to your email inbox. Any bill inserts will be sent as attachments to the email.

All you need to do is provide a valid email address by emailing your consent to tax@riversidetwp.org, placing your address in the subject line with eBill. 

Example: 123 Riverside St, eBill.

Once you enroll you will receive an introductory email confirming your enrollment. You will only be able to receive your bills electronically.  You can revert back to paper bills at any time, simply email the tax office and your profile will be updated to start receiving paper bills again.  There is no charge for signing up and receiving your bill electronically and your email address will never be shared with any external parties.

Solid Waste Contract Award

The Township Committee has awarded a one-year solid waste contract to Gold Medal Environmental (GME) for manual curb-side collection beginning September 1, 2018 and ending August 31, 2019.  The Committee voted to accept the recommendation of the Township Solicitor to award the contract to GME who was the responsible low bidder in accordance with the Local Public Contracts Law.  By doing so, the Township Committee has authorized a contract with GME for the period of one year, which not only specifies the parameters of the contract, but allows the Township to impose substantial penalties if the terms of the contract are violated. 

The solid waste contract continues to allow for:
1)    Five (5) cans or ten (10) bags of household generated trash, which must be placed curbside by 6:00 a.m. for collection. Recyclables and grass, branches, and leaves are collected separately by the County and Public Works Department, respectively.  We do not collect construction debris, hazardous materials or electronics.
2)    One bulk item per week.  Bulk items shall not exceed fifty (50) pounds in weight. No item shall be such length or width as to measure more than six (6) feet by four (4) feet.  Any bulk item may be disassembled, broken or cut up as much as practicable and placed on the curb with the designated containers. All disassembled bulk items shall be securely tied, where applicable, and shall be of such size that the longest dimension thereof, shall not exceed four (4) feet and the total weight thereof shall not exceed fifty (50) pounds. We DO NOT accommodate clean outs.

The solid waste contract imposes the following penalties:
1) $2,000.00 per route or any portion thereof for each day that the contractor fails to collect or make substantial collection of the refuse.
2) $2,000.00 per each incident or event in which the Contractor dumps refuse, garbage and the like at the authorized Disposal Facility which is collected outside the Township or is beyond the scope of these Uniform Bid Specifications and each truckload shall be considered as a separate incident or event.
3) For Failure to clean up immediately, spillage from the Contractor’s vehicles or resulting from the collection or carting of refuse, one hundred ($100.00) dollars for each such violation. 
4) For Failure to answer a complaint pertaining to problems concerning collection of solid waste or recycling on the same day the complaint is received, one hundred ($100.00) dollars for each such violation.
5) For Failure to provide information as to the number and type of trucks working daily, fifty ($50.00) dollars a day.
6) For failure to place trash containers off of the traveled roadway on the grass plot, fifty ($50.00) for each location, stop and/or house.

The Township is also excited to announce that we will make the transition to automated collection in the year 2019, which would involve the issuance of solid waste carts to each household.  We will provide additional details as they emerge.

Delran/Riverside Emergency Squad

The Delran/Riverside Emergency Squad, which is a private organization, currently provides emergency services to Riverside Township.  The squad has recently been served with a Notice of Summary Suspension by the New Jersey Department of Health, which has rendered the Squad unable to currently provide services.
The Burlington County Emergency Services staff and the State Department of Health have worked with area Emergency Squads to provide the Township with immediate round the clock services.  Currently, Endeavour Emergency Squad, Moorestown Emergency Squad, Palmyra Emergency Squad and Lumberton Emergency Squad have been working out of the Delran Municipal Complex to provide this service to our residents from that location.  As a result, there has been no interruption in services while the Delran/Riverside Emergency Squad works to have the suspension lifted.

Tax Revaluation

Beginning this month, Professional Property Appraisers, Inc. will begin a revaluation of all properties in the Township.  This program has been ordered by the Burlington County Board of Taxation and approved by the State of New Jersey.  All changes will be implemented for the 2019 Tax Year.

In the coming days, all property owners will receive correspondence from Professional Property Appraisers, Inc. at the mailing address of record for each property.  These documents will outline the reasons for and the process of the revaluation program.  These documents can also be found in the links below.

It is important that all property owners contact Professional Property Appraisers, Inc. directly at 1-866-957-1388 with any questions or concerns.  Township staff will not be able to assist with information on the program, and will advise all property owners that they must contact Professional Property Appraisers, Inc. directly.  This will ensure that property owners have the most accurate and current information.  If you are a tenant, and would like information on the process, please contact your landlord.  We appreciate your cooperation to that end.

Congratulations to Special Olympic Winners

Congratulations to the following winners at the Special Olympics this past weekend:
One of Riverside Fire Company’s own, Honorary Member Joshua Duhamel, won a Gold medal in the 100M Wheelchair Race and a Bronze medal in the 50M Motorized Wheelchair.Race.
Ben Miller won Gold medals in the 100M Freestyle, 100M Breaststroke, and the 4x50 Freestyle Relay swimming events.
TJ LaBorn won a Gold medal in the 100M Freestyle and a Silver medal in the 100M Backstroke
swimming events.
Corey Gross won a Silver and a Bronze medal in Track & Field.

Clean Up Reminder

A reminder that the townwide clean-up day is scheduled for Saturday, April 28th from 8:00 a.m. to 3:00 p.m.  At that time you will be able to come down to the Public Works Yard, 300 Monroe Street (next to Sewer Plant) and drop off various items.  Containers will be provided for yard waste (leaves, branches, grass), recyclable materials (computers, TVs, wood, concrete, brick, asphalt, metals), and limited trash (paint cans, rigid plastic). Construction debris, hazardous materials, and household cleanouts will not be accommodated.  Proof of residency will also be required.

NJ Transit Message

Riverside Residents,
Please be advised we have received the following information from NJ Transit regarding upcoming track work on the Light Rail Line.
"River LINE Track Department will be performing high speed surfacing work as part of its capital maintenance work project beginning on Sunday, April 22, 2018, between the hours of 10:00 p.m. through 5:00 a.m.
Work will start in Cinnaminson and move toward Delran and Riverside. Because this is single track territory, the work must be performed at night to avoid service disruptions. The work involves the use of tamper and regulator machines, which are loud."

Public Works Spring Collections

The Public Works Department will begin its spring collections on Monday April 16, 2018.  The Department will begin collecting branches in the East End section of town and leaves in the Reeder Tract/Swamppoodle Section of town.  Please see the website for our regulations on these collections.

Message from the Mayor


The townwide clean-up day is scheduled for Saturday, April 28th from 8:00 a.m. to 3:00 p.m.  At that time you will be able to come down to the Public Works Yard, 300 Monroe Street (next to Sewer Plant) and drop off various items.  Containers will be provided for yard waste (leaves, branches, grass), recyclable materials (computers, TVs, wood, concrete, brick, asphalt, metals), and limited trash. Construction debris, hazardous materials, and household cleanouts will not be accommodated.  Proof of residency will also be required.    
Also, I would like to make you aware of our plan to clean up the downtown area. There has been extra effort by Public Works, store owners and the public to make and keep the streets/curblines free of litter. There are large flower pots along Scott St that were planted courtesy of the Riverlution Church last year. We are looking for groups/businesses/or families that would like to take on a planter this year?!?! If you are interested please reach out to Meghan Jack 461-1460 x4, the residents would appreciate your donation and willingness to beautify the downtown area.
Soon you will also see lights being strung in the trees on Scott Street. It is the goal of the Township Committee to brighten up our town. So many judge a community by what they see, and we are going to make a difference. If you would like to also do something special to brighten up your neighborhood, please do. We want you to be proud of our town and we all can make a difference together.

Knock, Knock......No Knock!

The Township Committee of the Township of Riverside has enacted Ordinance 2017-#14 entitled "No Knock List", the full version of which can be found below.  The Ordinance was enacted to protect residents from unwanted solicitation.  Under the provisions of the Ordinance, residents can formally register their address with the Police Department and obtain a "No Knock" sticker so that they are protected from unwanted solicitation.

Street Sweeping To Begin

The Friday morning street sweeping will begin this Friday, April 6, 2018.  Residents are prohibited from parking on Scott Street, Pavilion Avenue, Bridgeboro Street and Fairview Street between the hours of 3:00 a.m. and 7:00 a.m.  Vehicles parked on these roads between the indicated hours will be issued a motor vehicle summons.  We thank you in advance for your cooperation.

State of Emergency

Please be advised that Governor Murphy has declared a State of Emergency for the State of  New Jersey beginning at 8:00 p.m. this evening.  As a result, parking will be prohibited on Scott Street, Pavilion Avenue, Bridgeboro Street and Fairview Street beginning at 10:00 a.m. on Wednesday morning through 10:00 a.m. on Thursday morning.  Any and all vehicles parked on the identified roadways during these hours will be subject to towing.  We thank you in advance for your cooperation.

Sewer Bill Reminder

Just a friendly reminder that the 1st Quarter sewer bill is due no later than Wednesday February 28, 2018.  Any payments received after close of business on Wednesday, including those placed in the mail box outside our offices, will accrue interest daily.  For your convenience, you are able to pay your bill online through the following link:

Please note, there are fees associated with online payments through our website.  There is a service fee of $1.05 for e-check, $3.95 for visa debt cards, and 2.95% of your total payment for all other cards payments that goes directly to the vendor (not the Authority). 

You may also make payment through your own bank.  When doing so, please identify the property for which the payment is intended.

As many of you are aware, the Township has a sign for advertising located at the corner of Scott Street and Pavilion Avenue.  The purpose of the sign is not only for the advertising of Township events and information, but to provide a medium through which the various community groups and organizations can advertise their events and information.  Anyone who is interested in utlizing the sign to advertise should use the link below to submit their request.  All requests will be processed in the order they are received, so please plan accordingly when submitting a request.

Offices Closed - MEETING WILL BE HELD

The Township Administrative Offices will be closed on Monday February 12, 2018 in observance of the Holiday.  Please note, however, that the regularly scheduled meeting of the Planning Board will still be held at 7:00 p.m. at 1 West Scott Street on the 2nd Floor.  At that time, the application of SJM Riverside, LLC regarding the Mill Project (Fairview/NJ/Delaware) will be heard.

Payment Reminders

A friendly reminder that the first quarter taxes are due no later than February 13, 2018 and the first quarter sewer bill is due no later than February 28, 2018.  Payments received after the identified dates will begin to accrue interest daily.  In addition, all animal licenses are due no later than March 30, 2018.  Registrations received after the 30th will incur a $20.00 late fee.

Solid Waste Collection

Due to the inclement weather and the recent Holiday, solid waste collection will take place both Friday and Saturday this week.  Please ensure that your trash is placed at the curbline no later than 6:00 a.m. on Friday morning so that we can ensure an efficient collection.  As always, please report any complaints to mjack@riversidetwp.org or 856-461-1460 x4.  Thank you.

Township Committee Reorganization

The Township Committee held is Annual Reorganization Meeting on January 3, 2018.  At that time, Committeemen Corey Kimble and Michael Miller were each sworn in for a three-year term on Committee. Joining them on Committee for 2018 are Lorraine Hatcher, who was appointed Mayor/Chairwoman and Jason Frey, who was appointed Deputy Mayor/Vice Chairman.  It was also announced that Robert Prisco had submitted his letter of resignation due to his having been nominated to fill a Judge position, which has left a vacancy on the Township Committee to be filled at a later date. 

The Township Committee also established the 2018 Department Schedule at the meeting, which is as follows:

Annual License Reminder

This is a reminder that your annual licenses must be renewed after January 3, 2018.
All rental, mercantile, and vending license fees are due no later than January 31st.
The fee schedule for 2018 is as follows:
Rental—$100 per unit; $20 late fee per unit per month;
Mercantile—$100 initial; $50 renewal; $75 car dealers; $20 late fee per license;
Vending—$25 per machine; $100 per electronic/mechanical game machine; $20 late fee per machine;
Animal—Dog: $20.20 non-spayed/neutered; $13.20 spayed/neutered; Cat: $16 non-spayed/neutered; $12 spayed/neutered; $20 late fee per animal. Animal license fees are due no later than March 31st. Failure to do so will result in the assessment of a penalty to the annual fee or fees due. Rabies shot must be good through October 31, 2018 and proof will be required for recently expired vaccinations.
Vacant Properties must be registered, please contact us for information. Once registered you may pay online.
Rental, mercantile, vending license and fees may be paid on line www.riversidetwp.org with a customer number and a pin. This information can be found on your invoice. Invoices will be mailed separately.

Township Offices Open Update

The Township Offices will close at noon today in accordance with the closure of the State offices and so that the Public Works crew can begin to fully clear the main roadways once the snow begins to slow/stop this afternoon.  We will reopen on Friday January 5, 2018 at 8:30 am.

The Township offices are currently open today.  In the event that there are any changes to that status, we will post notice.  Although we are open, we would suggest that you contact our offices by phone (856-461-1460 x1) rather than traveling the roadways.  In the event that you need to travel to our offices, please do so cautiously.  Thank you.

Public Works Update

Last Call For Leaves - Public Works will begin the final canvassing of town for the fall leaf collection, which will conclude January 26, 2018.  To guarantee collection, please place leaves at the curb no later than January 19, 2018. 

Christmas Tree/Branch Collection - Public Works will collect Christmas trees from Monday January 8, 2018 through Friday January 26, 2018.  Please place your trees at the curb without any covering and be sure to remove all lights and ornaments from the tree.  Flocked trees must be collected with the solid waste.  We will also collect branches at this time in accordance with our normal regulations.
